According to the Exit-Entry Control Law of the People's Republic of China, those who have not made a birth declaration within 60 days after birth, or those who have not applied for a visa document with the baby's passport within 120 days after birth registration, are considered to be illegally staying in China. Therefore, we will provide you with detailed information on how to apply for a valid visa for your newborn baby.

根据中华人民共和国出境入境管理法，出生后60天内未办理出生申报的，或者出生登记后120天内未持婴儿护照办理签证证件的，视为在华非法居留。因此，我们将为您详细介绍如何为新生儿申请有效签证。

I.Documents to be submitted by the applicant for a visa or residence permit if both parents are foreigners.

一、如果父母都是外国人，申请人申请签证或居留证需要提交的材料：

1. Submit original and photocopies of passports of both parents.

1.提交父母双方的护照原件和复印件。

2. Submit the original and a photocopy of the baby's birth certificate in China.

2.提交婴儿在中国的出生证明原件和复印件。

3.Original and photocopy of the baby's passport. (Apply at the local consulate of your country in China)

3.婴儿的护照原件和复印件。(在你的国家驻中国的当地领事馆申请)

4. If one parent is working in Shanghai, an official application letter from his/her work unit should be submitted. (to be provided by the company)

4.如果父母一方在上海工作，应提交其工作单位的正式申请书。(由公司提供)

5. Submit the Application Form for Visa and Residence Permit for Foreigners and a 2-inch photograph.

5.提交《外国人签证和居留证申请表》和2寸照片。

6. The marriage certificate of the parents. (Certificates issued by foreign authorities must be certified by a Chinese embassy or consulate abroad)

6.父母的结婚证书。(由外国当局签发的证书必须由中国驻外使领馆认证)

II If one of the parents is a Chinese and is also a Shanghai citizen, the infant may apply for an exit-entry permit from the People's Republic of China in the following two cases.

二、如果父母中的一方是中国国籍，并且是上海公民，婴儿可以申请中华人民共和国出入境许可，分以下两种情况：

1. If the child joins Chinese nationality, he/she must be normally registered as a hukou (at the household registration place of the Chinese parents).

1.如果孩子加入中国国籍，他/她必须正常注册户口（在中国父母的户口所在地）。

2. If the child takes up foreign nationality, he/she will need to go through the following procedures

In addition to the above birth certificate/baby's passport/father's or mother's foreign passport/marriage certificate/2-inch photo, the following additional documents are required

1) Original and photocopy of Chinese Citizen's Identity Card and Shanghai Household Regitration Book or Shanghai Residence Permit.

(If the Chinese parent's hukou is not in Shanghai and does not have a residence permit, the application should be made at the place of his/her household registration)

2) Applying for the Nationality Examination

Nationality screening and verification must be carried out prior to application. (at the local exit-entry administration office).

申请前必须进行国籍审查和验证。（在当地出入境管理处）。

Both parents must be present at the time of application.

申请时父母双方都必须在场。

If the immigration authorities request an interview with the applicant or ask for additional documents and the applicant fails to do so, the application will be deemed canceled.
